The Finding
Of 64 bills introduced in the 18th Lok Sabha so far, 34 — about 53% — were passed by both Houses in the same session in which they were introduced, according to data compiled by PRS Legislative Research. In the 2026 Monsoon Session, 11 of 12 bills introduced were passed before the session ended.
How Little Debate
The pattern extends to floor time. Nine bills were cleared without any member other than the piloting minister speaking on them. Seven of the 11 bills passed in the Monsoon Session were disposed of in five minutes or less.
The Scrutiny Question
PRS has cautioned that a short gap between introduction and passage compresses the window in which MPs, affected sectors and the public can read a bill, seek expert views or propose amendments. Committee referral, the main mechanism for detailed examination, becomes difficult to use when a bill is passed within the same sitting period.
