Israeli Prime Minister Benjamin Netanyahu has rejected the US-backed 15-point Gaza framework that Hamas had accepted in July.
Netanyahu said Israeli forces would not withdraw until Hamas was genuinely disarmed.
The position places the Israeli government at odds with Washington over the proposed roadmap.
The dispute centres on the sequencing of disarmament, withdrawal and the political arrangements required for implementation of the plan.
The development adds another layer of uncertainty to diplomatic efforts surrounding the conflict.
